Chemical Safety Board (U.S.)
The CSB (Chemical Safety Board) is an independent federal agency charged with investigating
industrial chemical accidents. Headquartered in Washington, DC, the
agency's board members are appointed by the President and confirmed by
the Senate.
The CSB conducts root cause investigations of chemical accidents at
fixed industrial facilities. Root causes are usually deficiencies in
safety management systems, but can be any factor that would have
prevented the accident if that factor had not occurred. Other accident
causes often involve equipment failures, human errors, unforeseen
chemical reactions or other hazards. The agency does not issue fines or
citations, but does make recommendations to plants, regulatory agencies
such as the Occupational Safety and Health Administration (OSHA) and
the Environmental Protection Agency (EPA), industry organizations, and
labor groups. Congress designed the CSB to be non-regulatory and
independent of other agencies so that its investigations might, where
appropriate, review the effectiveness of regulations and regulatory
enforcement.

Northwest Product Stewardship Council

The NW Product Stewardship Council (NWPSC) was the first product stewardship council in the US forming in 1998. The NWPSC held its first event with over 200 government and business participants at Seattle in April of 2000. This was the same period in which the Product Stewardship Institute was being organized and subsequently sponsored a national forum for government leaders on product stewardship at Boston in December 2000.
The Northwest Product Stewardship Council (NWPSC) is a coalition of government organizations in Washington and Oregon that operates as an unincorporated association of members and is comprised of a Steering Committee, Associates and Subcommittees. The mission of the NWPSC is to work together and with other governments, businesses and nonprofit groups to integrate product stewardship (producer responsibility) principles into the policy and economic structures of the Pacific Northwest.
